Multi-dimensional approaches and ill-informed analysis by some politicians followed by inadequate preparations for the 2014 elections on the part of Afghan government and reluctance of international community to support the process navigate people of the country, international and regional powers, partners and donor community toward uncertainty. 

 
KABUL (PAN): The Independent Election Commission (IEC) said on Wednesday the second phase of the voter registration process would be launched soon.
As part of preparations for the 2014 presidential and provincial council polls, the process would be initiated at the district level soon, the panel said.

 
KABUL (PAN): As some Wolesi Jirga members objected the way the population census law was passed earlier this week, the lower house on Wednesday appointed a delegation to investigate the issue.
Some lawmakers claimed the law had been passed despite incomplete quorum, calling for the move to be revised. On Monday, two members clashed and others walked out in protest as the house approved the law on population census.

 
KABUL (PAN): Speaker Abdul Rauf Ibrahimi on Wednesday lashed out at some lawmakers for deliberately creating the issue of quorum as the house once again failed to approve a draft law on higher education that has been delayed for seven years.
The Wolesi Jirga speaker accused some legislators of intentionally abandoning the house business to block the passage of the proposed legislative measure.

 
KABUL (PAN): President Hamid Karzai on Wednesday signed into law a bill regarding the structure, duties and powers of the Independent Election Commission (IEC) and the Electoral Complaints Commission (ECC).
On Monday, a joint commission of both houses of parliament approved the bill with some amendments after a prolonged debate.

 
 KABUL (PAN): Some upper house members on Tuesday suggested holding a consultative jirga on finding solutions to Afghanistan’s problems, but others said such forums had no legal basis.
President Hamid Karzai has said a final decision on signing the Bilateral Security Agreement (BSA) with the United States should come from a jirga.

 
 KABUL (PAN):  Renowned jihadi leader Abdul Rab Rassoul Sayyaf would contest the presidential vote, with Qaseem Fahim and Mohammad Mohaqiq named as his running mates, a well-placed source said.
The decision was taken at a meeting of the National Coalition of Afghanistan at the residence of Fahim on Monday evening. Water and Energy Minister Ismail Khan, Abdullah Abdullah, Younus Qanuni and other jihadi leaders attended.
