Son of Haji Mohammad Jan, Alhaj Hassan Sahraye is born in 1951 in Ghazni province. His mother language is Pashto but he speaks Dari. Saraye studied at Rahman Baba High School in Kabul and graduated with a bachelor degree in Education from Kabul University. Saraye served as a teacher and teacher trainer in Paktia and other provinces. From 1976 to 1978, he taught in Gardez, the capital of Paktia Province, and then from 1978 to 1979, he trained teachers in Kunduz Province. Saraye then served his recruitment years in the national army in Kabul from 1979 to 1981. Following that, he taught at the Police Academy until 1990 before becoming a representative of the disabled and martyrs in the Ministry of Interior for three years. He worked as a police officer from 1993 to 2000, before resuming his previous post teaching at the Police Academy in 2001. He remained in this post for seven years, while simultaneously serving as a representative to the Ghazni and Paktia Provincial Reconstruction Teams (PRTs). Sabir then joined the United States Agency for International Development as a contractor, working as a governance advisor to the Laghman provincial governor in 2007 to 2008.
