220- Alhaj Abdul Mutalib Bek (Deceased)

Alhaj Abdul Mutalib Bek is the son of Abdul Majid Bek, and is born in 1954 in Hazar Soch District, Takhar Province. Mutalib Bek speaks Uzbek and Dari. Mutalib Bek studied Islamic Religious Studies at the Military Academy in Pakistan for four years in 1986. Mutalib Bek later completed his education at Sarai Sang Evening High School in Kunduz Province and graduated in 2006. Mutalib Bek was a commander for over 28 years during the jihad and Taliban period in provinces including Baghlan, Kabul, Mazar-e-Sharif, Takhar and Kunduz. He was the Political Deputy of the Ministry of Borders from 2007 to 2009. Mutalib Bek was opposed to Hezb-e-Junbish Milli Islami Afghanistan and on December 25, 2011, he was among 20 people, including 10 tribal figures, killed in a suicide attack that ripped through a funeral ceremony in Taloqan, the provincial capital. Another 50 people were injured in the attack in the Kunjak area.

Amir Abdul Wahid Faqir Zada is the son of Haji Khair Muhammad, and is born in 1958 in Bangi District, Takhar Province. Faqir Zada speaks Uzbek. He completed his secondary education at Abu Usman Taliqani High School in Takhar Province in 1981. Following his graduation, Faqir Zada joined the Mujahideen and served as a jihadi commander. Since then, he served as a district governor in Takhar Province. He was the governor of the Sangi District for ten years. He served the district for one year and of Khwaja Bahauddin District for three years. He was deputy governor of Takhar Province from 2005 to 2010.

Qudratullah Zaki is the son of Mawlawi Ezatullah Shaheed, and is born in 1979 in Bangi District of Takhar Province. His mother language is Uzbek but he speaks Dari, Pashto, English, Urdu, Arabic, and Turkish. Zaki completed his secondary education at the Sayed Jamaluddin High School in Peshawar, Pakistan in 1995. He then went on to earn his bachelor degree in journalism from the University of Istanbul Turkey in 2004. During his studies in Turkey, Zaki participated in political and social activities as a member of the Afghan Student’s Committee in Turkey. He participated in the International Conference of the World Turk Tabaran in Romania as a representative of Afghan youths in 2004, where he was selected to be a member of the Writer’s Committee. He is the director of the Shaheed Zaki Cultural and Social Foundation. Zaki managed the Gas and Oil Department of Takhar and Badakhshan Provinces since 2006. Zaki participated in the 2010 Peace Jirga. His brother, Sebghatullah Zaki, was also a member of parliament in 2005, but was killed during his term in office in a 2007 suicide bombing in Baghlan factory.

226- Said Ekram-u-din Masomi

Said Ekram-u-din Masomi is the son of Sayed Masom, and is born in 1955 in Eshkamish District of Takhar Province. Masomi’s mother language is Dari but he speaks Pashto and to some extent English. Masomi completed his secondary education at Ziring High School in Takhar Province in 1971. He then joined the Teacher Training Center in Kunduz, where he studied from 1972 until 1974. Masomi joined the Science Faculty of Kabul University in 1975 and completed his bachelor degree in 1978. Currently, he is the head of the north zone People’s Council, a non-governmental social entity. After graduating from university, Masomi immigrated to Pakistan. Upon his return to Afghanistan, he became commander in Eshkamish District in Takhar Province. During Mujadidi’s government, he was the General Director in the Ministry of Finance for one year (1992 to 1993) and then the Deputy Minister of Finance for two years (1994 to 1995). During the Taliban period, he returned to Eshkamish as a commander. He later served as the governor of Takhar Province from 2002 to 2003 and as governor of Badakhshan Province under the transitional government. He served as the Minister of Work and Social Affairs for a year and a half (2004 to 2005) and was governor of Baghlan Province for 6 months.

227- Maryam Kufi

Maryam Kufi is born in 1970 in Kofab District, Badakhshan Province. Her mother language is Dari but she speaks English, Pashto, and Uzbek. Kufi completed her primary and secondary education at Ansari High School in Kabul Province in 2007. She is currently a student of Law and Political Science at the Mashal University in Kabul and in her fourth semester of studies. Kufi has over 17 years’ working experience in private business and for with non-governmental organization. She was the director of the Darwaz Reconstruction and Service Association from 2003 to 2011. She joined Save the Children Sweden in 2004, the Canadian Embassy in Kabul in 2005, and the United Nations Food and Agriculture Organization (FAO) – where she served as a supervisor – from 2007 to 2010. She currently heads an import/export business, and until recently she was the director of the Kofi Brothers Construction Company. Since coming to parliament, her son has taken on this role.

228- Qazi Muhammad Kabeer Marzban

Qazi Muhammad Kabeer Marzban is the son of Muhammad Juma, and is born in 1955 in Darqad District of Takhar Province. Marzban’s mother language is Uzbek but he speaks Dari, Pashto, English, and Arabic. Marzban graduated from fourteenth class at the Islamic Religious Madrasa of Imam Abu Hanifa in Kabul Province in 1978. After completing school, Marzban was jailed for supporting the Russian government in Afghanistan, but was released in 1979. He was a member of the Mujahideen from 1980 to 2002 as a jihadi officer in six districts in Takhar. He served as an advisor to the president on Ethnicities and Tribal Affairs from 2002 to 2005, and was governor of Takhar from 2003 to 2005. Marzban was appointed to the Meshrano Jirga for five years, from 2005 to 2010. Marzban participated in the Emergency Loya Jirga in 2002 and the Constitutional Loya Jirga in 2003. He is the leader of Hezb-e-Adalat Islami Afghanistan.
