KABUL (Pajhwok): Hezb-i-Islami Afghanistan chief and presidential candidate Gulbuddin Hekmatyar on Sunday said the September 28 presidential poll produced to clear winner and the ballot would go to a second round.
Addressing a press conference here, Hekmatyar demanded the creation of an interim government to hold the second round of election.
The HIA leader said one million non-biometric votes were cast on the Election Day and if these were not separated, the remaining votes could not give legitimacy to a future government.
He alleged massive rigging in the election by the two ruling election teams and demanded an impartial and interim government to administer future election.
He accused the Independent Election Commission (IEC) of not separating clean and fraudulent votes and thus failed to announce the early result in time.
He said Germany has 25 percent shares in Darmaluk Company which provided biometric devices, adding this contract should have been inked with an impartial company.
Hekmatyar also objected to visits of foreign ambassadors to the IEC and said this could undermine the election credibility.
He also said the Supreme Court had no authority to extend the unity government tenure but it issued a decree in this regard.
He claimed victory if election results were announced in a transparent manner and only biometric votes were counted.
