KABUL (PAN): A furious debate over casting trust vote for ministers possessing dual nationality by members of the Wolesi Jirga concluded on Saturday without any decision being taken. President Hamid Karzai is expected unveil his new cabinet ministers before the house for the vote of confidence this week. Afghan Constitution says the appointment of ministers is the authority of the president, but he or she should get a vote of confidence from the Lower House. According to the article 72: "The individual appointed as a minister shall only have the citizenship of Afghanistan. If the ministerial candidate has the citizenship of another country as well, the House has the right to approve or reject the nomination" In Saturday's session, some MPs opposed to dual citizenship while others thought it was not an issue. Shukria Barekzai, an outspoken female MP, said that the one who appointed as minister should be ready to sacrifice his dual citizenship. Sidiq Ahmad Osmani, an MP from Parwan province, opposed to casting trust vote for dual citizenship ministers. He said those with dual citizenship would keep in mind the interest of the second country. Osmani added: "If dual citizenship owners are appointed as ministers, then they will work to serve the interest of that country instead of Afghanistan." However, Shinkay Karokhel said voting to a minister with dual citizenship was in favour of the country. "If someone has a dual citizenship and the competency to do the job should be appointed and should not be deprived of the second citizenship," she said. "It is not fair to deprive a person from his right and separate him from family to void his citizenship." mnm/ma
