155- Haji Sakhi
Son of Haji Mir Aalam Khan, Haji Sakhi is born in 1964 in the Palozai village of Asmar District in Kunar Province. He speaks Pashto and Dari. Sakhi graduated from Khushal Khan High School in 1978. He then went to Pakistan and completed his secondary education there. He studied two years law at a Pakistani institute. During the jihad, Sakhi served as an artillery commander of the Kunar 9th division and was promoted as Brigadier General by Burhannadin Rabbani. From 1992 to 1996, Sakhi was the head of the Department for Public Works in Kunar and from 1996 to 2001, under the Taliban regime; he was the District Governor of Asmar. Having been elected to the Kunar Provincial Council in 2005, Sakhi was named to the Meshrano Jirga for the 2005 term.

156- Maulawi Shazada Shahid

Maulawi Shazada Shahid is the son of Haya Khan, and is born in 1962 in Dewgul Dara village, Sawkai District of Kunar Province. His mother language is Pashto but he speaks Dari, Arabic, and Urdu as well. Shahid began his primary Islamic religious studies in 1975 in Peshawar, Pakistan and went on to earn a bachelor degree in Islamic Studies from the Jamiya Alarbia Hadeqa Alolom, Pakistan in 1986. Shahid has been a member of religious and national institutions including the Afghanistan Scholars’ Council, the Kunar Scholar’s Council, the Regional Peace Jirga and the High Peace Council. Shahid was a teacher for one year in 1987 at the Jamiya Arabia Sediqa Ulom in Peshawar, Pakistan. He established an Islamic studies center in Sokai District of Kunar Province. From 2003 to 2005, he served as the head of the Kunar Provincial Courts and in 2005, head of the Kabul Provincial Courts for a few months. Shahid was elected to parliament and he participated in the Emergency Loya Jirga in 2002 and the Constitutional Loya Jirga in 2003. He also participated in the Peace Jirga in 2010 and served on the High Peace Council.

Wagma Sapai is born in 1963 in the Masori village of Sawkai District of Kunar Province. Sapai’s mother language is Pashto but she speaks Dari and Russian. Sapai graduated from the Rahman Baba High School in Kabul in 1981. She has a bachelor degree from the Kabul Police Academy in 1979.While with the Afghanistan Independent Human Rights Commission (AIHRC), Sapai worked closely with the United Nations Children’s Fund (UNICEF), Assistance Mission in Afghanistan (UNAMA), High Commissioner of Refugees (UNHCR), Norwegian Refugee Council (NRC), Afghanistan Attorney General’s office, and the Judiciary, as well as with religious/tribal elders on women’s affairs. From 1985 to 1993, Sapai was an employee at the Ministry of Interior Affairs. From 2001 to 2004, she worked with the Kabul-Torkham Highway Security Planning Office. She is ranked as a Major in the police force. From 2004 to 2007, she served as deputy for the Research and Observation office of the AIHRC in the Eastern region. She then joined AIHRC’s Eastern office from 2007 to 2010 as the head of the Women’s Support Department.

Son of Mirza Muhammad, Haji Salih Muhammad is born in 1976 in the Barkanday village of Dara Pech District. Muhammad speaks Pashto and Dari. Muhammad completed his primary school at Barkanday School in Dara Pech District, and attended secondary school in 1989 at the Imam Abu Hanifa Norman School in Bajawar, Pakistan. During the war in Afghanistan, his family immigrated to Peshawar where he studied at a private school until 1996. In 2006, he received his Afghan High School Graduation Certificate. Muhammad fought in the jihad for a few years but left the Mujahideen during their rule in Afghanistan. From 1992 to 2005, he worked on creating his own business in food import and vehicle sales, and was head of the Kunar Business Council. From 2000 to 2002, he served as general manager with the Ministry of Transportation in Kunar Province. From 2005 to 2010 he served in the Meshrano Jirga, and named for the Kunar Provincial Council.
