Son of Abdul Malik, Shuja-ul-Mulk Jalala is born in 1951 in GhaziAbad district of eastern Kunar province. He completed his primary eduation in his native district.
He went to the provincial capital for secondary and high school studies. He joined the ranks of Mujahideen after the Soviet invasion of Afghanistan and served as one of the commander. He had political affiliation with the Mahaz-i-Mili party led by Hazrat Sibghatullah Mujadidi.
He was member of the Emergency Loya Jirga right after the collapse of the Taliban. He served as member parliament in the previous tenure of the Lower House.
He failed to become member of the Wolesi Jirga for the current term and was appointed as an advisor to President Hamid Karzai. Shuja-ul-Mulk Jalala is the owner of Jalala Foundation. He speaks Pashto, Dari, and Arabic as well. He is appointed governor of Kunar proivince in July 2013.
