GHAZNI CITY (PAN): Election for the district shura in Khwaja Omari district of the southern Ghazni province was completed on Tuesday. Officials said such process would be completed in 17 other districts of Ghazni and the shuras would help the government in running the affairs in their respective districts. Senior officer with the election commission in the province Hussain Nabizada said elections for the district shuras were impossible in the present security situation, therefore, they nominated the members to help the government run the affairs of the districts. Chief of Khwaja Omri district Qasim Desiwal said religious leaders, tribal elders and former mujahideen had been included in the shura. Besides, five women were also members of the shuras, he added. He hoped the shuras would help solve problems of the people in their respective districts. At the same time, he added, the shuras would play a key role in coordination between the people and the government. Head of the district shura Samiullah, who was head of the regional shura before that, said the previous shuras were appointed by the people. He said the district shuras would get their due position from the government in the near future. He said the appointed shura has also formed four commissions on economy, reconstruction, rights and security in the district. He said a three-day seminar would be organized to train the members on their duties and responsibilities. The elections for the district shuras are being held at a time when around 13 districts in the province are under the Taliban control. Qazi Sahib Shah, member of the provincial council in Ghazni, said he did not see any possibility of developmental works in the present circumstances. Deputy governor of Ghazni Muhammad Kazim Allahyar said the democracy in Afghanistan needs a government on the local level and the formation of the shuras was a step towards that direction. dk/frm
