KABUL (PAN): Some political experts believe the new cabinet is lacking the potential to bring about positive changes which could help shape the destiny of Afghans, but others think the situation could improve if honesty is valued.

The Wolesi Jirga or Lower House of Parliament on Saturday received a list of 23 ministers for a vote of confidence.

Political analysts and experts have different views about the nominations.

Habibullah Rafi, a political analyst, said people were awaiting good news for a long time, but their hopes were shattered with the introduction of the cabinet.

He said the new cabinet was nominated on compromise, nepotism, internal and foreign pressures. "I don't think it will bring positive changes to help shape the future of Afghanistan."

Rafi was of the view that most of the cabinet members who had been facing criticism for lack of proficiency, competence and failure to achieve the desired goals of their respective ministries in the past.

He said most of the sitting ministers had failed to spend budget allocations meant for developmental activities last year.

Rafi avoided naming an individual included in the cabinet on nepotism, but added: "It is not my job; it is the job of Attorney General and court to investigate."

However, the newly appointed presidential spokesman, Wahid Omar, who replaced Humayun Hameedzada, disputed the assertions made by political analysts.

He said the inclusion of previous ministers into the new cabinet was a result of their best performance and credibility.

Omar ruled out any compromise made in the selection of new ministers, saying the president took the decision based on political and social backgrounds of the nominees in consultation with social, cultural and international organisations.

Omar said Karzai worked on the list in consultations and talks with various political parties, social and civil society groups and global fraternity.

He said the newly introduced ministers had no dual citizenship and they had assured and guaranteed the possession of single nationality.

However, he recalled that the Lower House had the right to deny a vote of confidence to a minister having duel nationality.

Najib Mahmood, another political analyst, said that influential persons were included in the cabinet list based on their relations and compromises with the president.

However, he said the people should not be hopeless as positives changes could be expected once the cabinet started working.

Mahmood said the sitting ministers were handed a second chance for their achievements or unflinching support for Hamid Karzai.

He added the new cabinet should effectively come up to the expectations of international community and people of the country.
