KABUL (Pajhwok): The Meshrano Jirga or Senate on Tuesday, condemning the beheading of four Islamic State or Daesh fighters by a tribal militia in eastern Nangarhar province, decided to summon security bosses and the Afghanistan Independent Human Rights Commission (AIHRC) chief.
Reports had said members of an uprising group controlled by a powerful lawmaker from Nangarhar, Haji Zahir Qadir, had beheaded four Daesh militants in tat-for-tit killings after clashes between the two sides in Achin district.
First deputy Senate chairman Mohammad Alam Ezedyar, who presided over today’s session, said beheading humans was an illegal act and no one should be killed without orders from a court of law.
He called the beheadings by the militia as “inhuman and against Islam” and said: “People were angry so they resorted to beheading, but this act should not be defended because it could become a culture,” Ezedyar said. He said everyone who was criminal should be punished in light of a court verdict.
Senator Maulvi Muhiuddin Munsif expressed his deep concern over the deteriorating human rights situation in Afghanistan. “Every day human rights are trampled upon in Afghanistan, but there is no one to raise voice and bring the violators to justice.”
The lawmaker asked the Senate administrative board to summon AIHRC chief Seema Samar to brief the house about the human rights situation in the country.
Senator Faisal Sami, deputy head of the Senate commission on security affairs, said the country’s security situation had deteriorated and top security officials should be called to the upper house to explain their preparations in this regard.
At the end, a majority of lawmakers present voted to summon Seema Samar and the officials of the interior, defence and the spy service next week.
Some senators also asked the government to introduce nominees as defence minister and spymaster for a vote of confidence to the lower house or Wolesi Jirga.
