Mirwais Yasini, son of Maulavi Abdul Sattar, was born in 1963 in Tahir village, Kama district in Nangarhar province. He can speak Pashto, Dari, Arabic, English and Urdu. After the invasion of Russian troops in Afghanistan, Yasini immigrated to Pakistan and was admitted to Islamabad Islamic International University. He earned a bachelor of laws degree in Sharia and Law in 1993 and then a master’s degree in Sharia and Political Science. Yasini fought against the Soviet occupation beginning in 1978, fighting in the Tora Bora region, Khost and Paktia until the late 1980s. After the fall of the Taliban he worked with the Red Crescent Society and then as the director of foreign relations and economic affairs at the Ministry of Finance. He was later appointed the Deputy Minister of Counter-Narcotics, and held the post for one year, from 2004-2005. Yasini was elected to the 2005 Wolesi Jirga and he were later appointed as the first deputy speaker of the parliament. Yasini participated in the Emergency Loya Jirga in 2002, serving as the Jirga’s deputy. He ran unsuccessfully for president in 2009. 232

Ekram graduated from Chaknori High School in Nangarhar in 1989. He earned his bachelor’s degree from the Engineering Faculty of Nangarhar University in 1997. From 1989-1992, Ekram worked as a supply manager for the Maternal and Child Health (MCH) Department for Afghan Refugees in Peshawar, Pakistan. From 1992-1997, he was deputy of the Reconstruction and Social Services for Afghanistan (RSSA) and then became head of RSSA from 1997-2000. He did not return to Afghanistan until 2004, after which he was a construction adviser at the Kohi Noor Foundation. Haji Hazrat Ali is son of Mullah Mohammad Amir. Born in 1964, he grew up in the mountain village of Kushmoon in Char Bagh district, Laghman province. He is a well-known commander in Nangarhar and the leader of the Pashaee people. His first language is Pashaee, and he speaks Pashto, Dari and Urdu as well.Ali completed his basic education in Laghman province. He completed his secondary education in Nangarhar province. Following his education, Ali commanded a small military group during the Soviet war. After some years he became a powerful military commander and an important leader in the Pashaee community. He worked as a commander of Nangarhar Airbase and Nangarhar Army Corps. Later, he became a police chief in his home province of Nangarhar. Ali was elected to parliament in 2005.

Eng. Abdul Ghafar was born in 1957 in Behsud district, Nangarhar province. He speaks Pashto as well as Dari, Urdu, Russian and English. Ghafar finished high school in 1969 and traveled to Balkh to study at the Polytechnic University. He studied there for three years and then left Balkh for Pakistan. Ghafar lived in Pakistan for 24 years and was involved with jihadists working in Afghanistan. When the Mujahideen took power, he became the head of the Customs Department in Nangarhar for five years. During the civil war he went back to Pakistan and remained there for five years. In 2001, he returned to Afghanistan and was appointed as Mayor of Jalalabad for one year. Alongside his responsibilities in parliament, he runs a business importing vehicles from the United States to Afghanistan. Haji Abdul ZahirQader was born in 1973 in Nangarhar Province. Qadir is the son of Abdul Qadir, a senior member of the United Islamic Front (also called the Northern Alliance) and one of the first Vice Presidents of the Afghan Transitional Administration, who was assassinated on July 8, 2002. Qadir’s family has long-standing ties with Mohammed Zahir Shah, the last king of Afghanistan. He speaks Pashto, Dari, Arabic, English and Urdu. Qadir graduated from high school in Saudi Arabia with a twelfth class certificate. He studied Law in Pakistan. Qadir is the leader of the Peace Karwan group, a social/political movement based in Nangarhar. He is leader of the Coalition for Support of Rule of Law, formerly the Peace Karwan Party parliamentary group. Qadir was formerly a general in Afghanistan's Border Guard. He is currently the president of the Rana Institute of English Language and Computer Science in Nangarhar. Qadir founded the Karwan-e-Solh (“Peace Caravan”) parliamentary group51 and chairs the 200 plus member Coalition for the Support of the Rule of Law.229

Khogyani graduated from Bagram Airport High School in Parwan province in 1990 and received her bachelor’s degree in science from the Science Faculty of Kabul University in 2009. She is currently studying Law and Politics at Aryana Private University in Nangarhar province. During the Taliban period, Khogyani worked with non-governmental = and aid organizations in Pakistan. From 1993-1996, Khogyani was a teacher and administrative assistant at the Shahed Mohammad Arif High School. From 1996-2001, she worked with Swiss Aid, the Mother and Child Support Clinic and with the German Agro Action Program in Peshawar, Pakistan. From 2002-2004, she joined the Red Crescent Society and from 2004-2005, she was responsible for the Women’s Department in the Nangarhar regional office of the Afghanistan Independent Human Rights Commission (AIHRC). She was also a journalist for Voice of America (VOA) for a short period of time while serving as the head of the Independent Parliamentary Association of Afghan Women. Khogyani was elected to parliament in 2005 andin 2002; Khogyani participated in the Emergency Loya Jirga.
