Son of Malik Wali Mohammad, Eng. Muhammad Alam Qarar is born in 1959 in the Alingar District of Laghman Province. He speaks Pashaee, Dari, and Pashto. Qarar graduated from Shaikh Muhammad Husain High School in Alinghar District in 1976. He studied engineering for three years at Kabul University in 1979. Qarar was a well-known Hezb-e-Islami Afghanistan commander in eastern Afghanistan during the jihad. He worked as police chief as well as head of Tribal and Ethnic Affairs of Laghman Province. Qarar was elected to the 2005 parliament. He participated in the Constitutional Loya Jirga in 2003 and in the Peace Jirga in 2010.

169- Haji Muhammad Hassan Mamozai

Haji Muhammad Hassan Mamozai is the son of Muhammad Husain, and is born in 1963 in Sayef Ali village, Mehtarlam Baba in the center of Laghman Province. He speaks Pashto and Dari. Mamozai graduated from Nangahar High School in 1984. He was admitted to the Engineering at Kabul University in 1988, where he studied for two years. However, he could not to complete his studies due to the conflict in Afghanistan. From 1990 to 1996, Mamozai worked as a teacher at the Chahar Asyab School of the Chahar Asyab District of Kabul Province. He is an athlete and ran a gym during the Taliban government in Nangarhar Province. He was later jailed during the Taliban period. Son of Muhammadullah, Alhaj Major General Naqibullah is born in 1961 in the center of Laghman Province in Mehtarlam Baba. His first language is Pashto but he speaks English and Arabic as well. Naqibullah graduated from Rokhan High School in Laghman in 1981. He then continued his studies at the Harbi Pohantoon Military University of Hezb-e-Jamiat Islami in Pakistan in 1984. Naqibullah was a former jihadi commander of Hezb-e-Jamiat Islami Afghanistan in Khyber Zone, south-eastern Afghanistan. He has also worked as a police chief, and as the head of the Tribal and Ethnic Affairs Department in Laghman. From 1984 to 1992, he fought against the Soviet Army and then against the Taliban regime. From 1992 to 2001, he was the team leader at Afghan Technical Consultants (ATC) a demining organization. He also commanded the 100th division of the Afghan National Army in Laghman province in 2003 and then participated in the Disarmament, Demobilization and Reintegration (DDR) process. From 2003 to 2010, he served as an elder in the province, participating in jirgas and solving local problems. He participated in the Constitutional Loya Jirga in 2003. His younger brother won a parliamentary seat in 2005, but was killed shortly afterwards. 211

Alhaj Zefnoon Safi, daughter of Ahmad Jan, is born in 1971 in Nanakzai village in the center of Laghman Province. Her mother language is Pashto but she speaks English and Urdu as well. Safi graduated from Mastoora High School in Laghman in 1989. She earned her 14th class certificate from the Teacher Training Institute of Laghman in 1996. Safi volunteered with the United Nations Assistance Mission in Afghanistan (UNAMA) in the area of women’s affairs. From 1989 to 1996, Safi worked as a teacher at Mastoora High School in Laghman. From 2002 to 2005, she served as head of the Women’s Affairs Department in Laghman. She worked as a provincial trainer for the Women’s Fast Learning Program at the Afghanistan Development Association (ADA). Safi was elected to the 2005 parliament and is also affiliated with Hezb-e-Muhaz Milli Islami Afghanistan, the party she joined in 2005.
