KABUL (PAN): Lauding the implementation of rehabilitation projects, residents of Kabul city, however, complained that rehabilitation projects did not take place to the extent the locals were expected.
It merits mention that Kabul city witnessed both private and government sector rehabilitation programs in large number.
The city has 22 municipality districts where large scale construction of housing schemes and shopping malls such as Shahrak-e-Arya, Saleem Karwan, Shadab Zafar and several others took place during the past decade.
The Shahrak-e-Aray located near the Kabul airport had started its official webpage with its management decided to provide 350 apartments for trade and commerce activities to the citizens.
The Kabul city’s municipality says rehabilitation projects worth billions of dollars are underway in the city and districts of Kabul province.
According to the official webpage of Kabul province, construction work of various districts’ departments has been completed.
An official said new Kabul city project would be constructed in De Sabz district along with housing projects for government employees.
Kabul provincial authorities say reconstruction of Baghman prison, district governor office, Mosaee district governor office and regional council office would be built.
The webpage says rehabilitation process helped construction of electricity projects in Sarobi and Bagrami, building of streams in Khak-e-Jabbar, canals in Koh-e-Daman, protecting walls in Paghman, Kalakan, Qarabagh, Bagrami and Farzah districts.
Moreover dozens of schools have been constructed in several districts of the province.
 
Officials said construction of small dams, subways, culverts, irrigation system and streams took place during the rebuilding process.
Provincial authorities say that a large number of returning refugees have been provided with shelters and basic health facilities in different parts of the province.
Mohmmad Asif Rahimi, minister of agriculture, livestock and irrigation said his ministry invested millions of dollars to develop the nascent agriculture sector of the province.
Cold storages, green houses, processing plants, livestock protection centers, and holding of workshops for the capacity building of farmers are among implemented projects, he added.
He informed projects worth $10.8 million were funded with the development budget by his ministry.
Mohammad Younis Nawandish, mayor of Kabul city said some elements were out creating hurdles in the completion of rehabilitation process in the city.
In his chat with Pajhwok Afghan News, he said some elements wanted to keep the Kabul city undeveloped and backward.
He said that he quickly worked out master plan of Kabul city’s rehabilitation after taking charge of the municipality, adding the projects included construction of roads, footpaths and parks.
Dozens of housing projects have been completed in the city, adding some newly constructed towns have permits from urban development authorities.
In addition, the Kabul City Municipality has helped planting millions of saplings and constructing more than 20 parks in the city.
Besides the rehabilitation of Ghazi Stadium and Chman-e- Hozuri, new grounds of football and cricket have been constructed in the city, he said.
Farid Hotak, spokesman of Afghanistan Cricket Board (ACB) said construction of new cricket stadium worth $2 million was underway.
Another cricket stadium is being built in Ahmad Shah Baba Mena with the financial assistance extended by a businessman.
Alhaj Jilani Zarmawal, who extended financial assistance for stadium construction told Pajhwok Afghan News the construction of cricket stadium worth $300,000 on self-donated land in Ahmad Shah Baba Mena.
Besides government, the private sector had been playing active role in the reconstruction of Kabul city.
According to Transportation Ministry, the rehabilitation work worth $100 million took place in the airport included runway, new terminal, parking and other facilities.
Engineer Abdul Wakil, head of Kabul Electricity Department told Pajhwok Afghan News as per plan, electricity was being distributed to every part of the city.
As many as 80% residences of district were also provided with electricity.
Engineer Nasari promised electricity every part of the city would get electricity supply during the upcoming two years.
Mirza Mohammad, a resident of the district said his locality got power supply after waiting for years.
Kabir Haqmal, head of publications of Education Ministry said the vital education department in Kabul province witnessed immense development during the past couple of years.
He went on to say that schools had buildings and students were provided with textbooks and professional teachers, adding that his ministry was leaving no stone unturned to ensure building of the entire infrastructure for those schools functioning in rented-houses or tents.
Appreciating implementation of rehabilitation projects, residents of Kabul city complained, however, that some roads in the capital city were in dilapidated conditions.
People of far-flung areas complained about lack drinking water, interrupted power supply, and lack of professional teachers in schools.
 
Abdul Karim, a resident of fourth municipality district in Kabul city said though roads and streams were asphalted, some areas were still in dire need of rehabilitation.
He said the old sewerage system of Kabul city was a matter of concern for locals, blaming that the municipality did not introduce effective measures to ameliorate the situation.
In addition, residents of remote areas complained about the bumpy and uneven roads and interrupted power supply.
The residents of sixth and 13th municipality district said there were facing with problems such as shortage of potable water and congested roads.
Mujtaba Hussaini, a resident of sixth municipality district people of his area was faced with problems due to uneven roads and bridges.
Husain Ahmad, a resident of Qala-e-Wahid said roads and footpaths were yet to be constructed in his area, which was a great problem for the residents.
Mohammad Arif, another resident of Qala Zaman Khan in ninth municipality district said roads were in dilapidated condition despite the fact that the area at a few kilometers distance from the presidential palace
Habibullah, a resident of Kabul city said it was almost impossible to travel or walk on the roads during rainy season. Similarly, roads and subways in the Ahmad Shah Baba Mena were in dilapidated conditions.
Sayyed Akbar, a resident of the same locality said some roads had been constructed while work on others was under way.
The residents of Kabul district said despite large rehabilitation process, residents were deprived from basic living facilities.
Samiullah, a resident of De Sabz district lauded the ongoing security situation by saying that residents were, however, deprived of basic welfare facilities.
People of remote areas including Koh-e-Safi and other mountainous regions were deprived of basic welfare projects such as education, health and transportation, he added.
Ezatullah, another resident of De Sabz distict said government did not provid them with basic health facilities and people had been suffering from multiple hardships.
