Maj. Gen. Mohammad Naeem Balouch, son of Habibullah was born in Zaranj city of Nimroz province in 1951.
He got primary education in Nimroz and had gotten his BA from the military academy. After being graduated as lieutenant, Naeem worked at eight military division until 1978.
Later he landed his job and started his struggle against the soviet occupation.
He acted as police chief of Nimroz between 1992 to 1995. He fought against the Taliban 1995 till 2001. He also worked as intelligence chief of Nimroz, Ghor and Helmand provinces from 2002 to 2009.
Balouch worked as operational deputy at National Directorate of Security (NDS) from 2009 to 2011, as director for the high board of regulations at NDS from 2011 to 2012.
He is governor of Helmand since 2012 until now and he has the membership of Itihad-i-Islami party during Jihad and was a general commander of the party for Nimroz, Farah and Herat provinces. Balouch can speak Pashto and Dari languages.
