46- Asifa Shadab

Asifa Shadab is born in Maimana District in the center of Faryab Province in 1965. She speaks Dari and Uzbek. Shadab completed her secondary education at Setara High School in Faryab in 1982. She earned her bachelor degree in Biology from the Faryab Higher Education Institute in 1990. Shadab is known as a poet, and she led some cultural organizations helping o training women in carpet-weaving and tailoring. She wrote a regular column for the Faryab Provincial newspaper called Zanwa Zendagi (“Women and Life”), in which she often touched the topics regarding the role of women in Islam. During the Taliban times, Shadab helped to educate girls in underground schools. Before coming to parliament in 2005, Shadab was a lecturer at the Faryab Higher Education Institute, a role she began in 2001. She worked in the office of the Secretariat for the Constitution Commission in 2003. She participated in the Emergency Loya Jirga in 2002 and won a seat in the 2005 parliament. Shadab has connections to the Hezb-e-Junbish Milli Islami Afghanistan but campaigned as an independent candidate in both elections.

47- Bashir Ahmad TahYenj

Bashir Ahmad TahYenj is the son of Chari Khan, and is born in Andkhoi District of Faryab Province in 1974. His mother language is though Uzbek but he speaks Dari, Pashto, and English. TahYenj completed his secondary education at Abdu Muslim Andkhoi High School in the Andkhoi District of Faryab in 1991. He got his bachelor degree in Literature from Balkh University in 1995. TahYenj worked with international organizations and NGOs including the United Nations High Commission for Refugees (UNHCR) and the Institute of Medicine. He was also the Editor-in-Chief of a monthly Uzbek publication “Yeshel Yepragh” (Green Page) from 2006 to 2007. TahYenj was a member of the Provincial Council for Faryab Province for four years. He held the post of Deputy Chairman of the Council for two years. TahYenj is affiliated with Hezb-e-Junbish Milli Islami Afghanistan led by Abdul Rashid Dostum.

Haji Muhammad Hashim is the son of Haji Muhammad Ali, and is born in 1960 in Maimana District of Faryab Province. Hashim’s mother language is Dari but he is fluent in speaking Uzbek and Pashto. Hashim completed his secondary education at Harbi High School in 1981. He received his bachelor degree from the Military University of Kabul in 1979. Hashim served in the military for more than 20 years. Afterwards, he entered into the oil and gas and transportation business and is now the Director of the Etehad Brothers Company in Faryab and Balkh Provinces. Rangina Kargar is the daughter of Sayed Omar, and is born in 1985 in Saighan District of Bamyan Province. Her mother language is Dari but she speaks Uzbek and English. Kargar completed her secondary school education at Sitara High School, Mazar-i-Sharif and earned her bachelor degree from Balkh University in Economics in 2007. Kargar worked in 2010 for the NGO Coordination of Humanitarian Assistance (CHA). She was involved in literacy programs for rural women in Andkhoi District and worked to promote women’s rights. Kargar worked as a school teacher before being elected to parliament. She also worked at the Afghanistan International Bank in 2010. 65

50-Alhaj Fathullah Qaisari

Alhaj Fathullah Qaisari is the son of Hajji Abdul Mutalib, and is born in Jegdalik village of Qaisar District, Faryab Province in 1963. He speaks Uzbek and Dari. Qaisari completed his early education in Islamic studies in private Madrasas in Faryab. Qaisari joined the Mujahideen at early age. He was a Junbish provincial commander in Faryab from 2001 to 2005.Qaisari won his seat in the 2005 elections and was a member of Hezb-e-Jamiat Islami Afghanistan during the jihad years, but later joined Hezb-e-Junbish Milli Islami Afghanistan. 67

Fowzia Raoufi is the daughter of Abdul Raouf, and is born in 1970 in the fifth district of Maimana city (Afghan Kot area) in Faryab Province. Her mother language is Dari but she also speaks Uzbek, English, and Pashto. Raoufi completed her secondary education at Sitara High School Faryab in 1989. She got her bachelor degree from the Pedagogical Institute in Faryab Province in 1993. Raoufi worked in both government and non-governmental organizations including international organizations. After receiving her bachelor degree, Raoufi worked as a teacher and then as principal of high schools in both Faryab and Mazar-e-Sharif till the start of the Taliban rule. When the Taliban came to power, she worked as a field officer for Doctors without Borders, then at the United Nation’s Children Fund (UNICEF) as focal point/communications officer for two years in sectors including water supply, education and health in Faryab Province. Raoufi also worked with the United Nations Assistance Mission in Afghanistan (UNAMA) for 18 months in the security department and at the National Solidarity Program as a regional officer. Raoufi was elected to parliament in 2005.

52-Eng. Muhammad Hashim Awartaq

Eng. Muhammad Hashim Awartaq is the son of Muhammad Umar, and is born in 1955 in Gazari village, Khwaja Sabz Posh District, Faryab province. Awartaq’s mother language is Uzbek but he speaks Dari, Russian, Pashto, and English. Awartaq completed his secondary education and studied electrical engineering in the Takhnik Sanawe Institute, Kabul in 1975. He then joined the engineering faculty of Kabul University in 1976 and earned his bachelor degree in Electrical Engineering in 1980. Awartaq worked in the Department of National Security in different provinces in Afghanistan, including Faryab, Ghazni, Balkh, and Farah for over 12 years. He spent ten years in Iran and Turkmenistan during the Taliban period. He served as a security officer for Faryab Province from 2001 to 2003. Awartaq was elected as a member of the Provincial Council for Faryab Province in 2005 and through this position he was elected as the Council’s representative in the Meshrano Jirga (Senate). He was a senator in the Meshrano Jirga during the 2005 term. Awartaq was a member of Ensejam-e-Milli parliamentary group during this term.

53-Dr. Naqebullah Fayeq

Dr. Naqebullah Fayeq is the son of Muhammadullah, and is born in 1982 in Almar District, Faryab Province. His mother language is Dari but he speaks Turkish, English, Pashto, and Uzbek. Fayeq completed his secondary education at Amir Ali Shair Nawae High School in Faryab in 1997. He got his bachelor degree in Medicine from Balkh University in 2004, and then pursued his studies in Germany and Turkey to become an ultrasound specialist. During his studies in Afghanistan, Fayeq was also involved in social and cultural activities. He was the editor-in-chief of various publications in Mazar-e-Sharif, including the Hadaf publication and the KalChort Goy publication. He was also a member of various civil society organizations. Dr. Fayeq has been the Cultural Deputy of the Social Association of Afghanistan Junbish Youth since 2005. Fayeq has worked as a doctor at various hospitals in Faryab Province. Fayeq is affiliated with Hezb-e-Junbish Milli Islami Afghanistan and served in the party’s central council.

 Gul Muhammad Pahlawan is born in Faizabad District, Faryab Province in 1971.Pahlawan speaks Uzbek as well as Dari and Pashto. Pahlawan completed private studies in Islamic Madrasas. Pahlawan is a former jihadi commander who served under General Abdul Rashid Dostum. Phlawan had previous affiliations with Hezb-e-Junbish Milli Islami Afghanistan but during the election, he contested without party’s affiliation. He is the brother of an influential commander, General Abdul Malik.
