Saifora Yalkhani was born in 1976 in Yakawlang District of Bamyan Province, Yalkhani’s mother language is Dari but she speaks Pashto and English fairly well. In 2006, she earned her bachelor degree in Agriculture from the Agriculture and Animal Husbandry faculty of Kabul University. Yalkhani worked primarily with international NGOs; however, she started her career as a teacher. Between 2001 and 2004, she worked as an assistant on immigrant rights at the United Nations Refugee Agency (UNHCR). After that assignment, she worked as a human, gender, and political rights assistant at the United Nations Assistance Mission in Afghanistan (UNAMA) in Bamyan Province for nine months before running for parliament. She also worked for NDI to help build the women’s caucus in parliament. Yalkhani won a seat from Bamyan Province in 2005 and participated in the Emergency Loya Jirga in 2002.

Dagarwal Abdul Rahman Shahidani son of Sakhi Dad is born in 1963 in the Shahidani area of Bamyan city. He speaks Dari, Pashto, English, and Russian. Shahidani received his primary and secondary education at the Shaheedan School in Bamyan Province. He then went to complete further study at the Russian Military Academy and graduated in 2004. Shahidani has been involved in social projects in Bamyan, including the construction of a higher education institute in urban locality. Shahidani joined the Mujahideen in 1996. Following the fall of the Taliban in 2001, he worked for the government, becoming the head of police and security in Bamyan in 2006, the chief of police in Ghor province in 2007, head of the National Directorate of Security in Balkh province in 2008 and as the chief of police in Ghazni in 2009, until the registration of candidates for the election began.

Son of Ayatullah Beheshti, Haji Fakuri Behishti is born in 1965 in Waras District of Bamyan Province. He speaks Dari, Pashto, Arabic, and English as well. Behishti completed his early education in Islamic religious studies in private institutions in Afghanistan. He then studied Arabic Literature and earned the equivalent of a bachelor degree in a religious school in Bamyan in 2001. Currently, he is in second year studying Political Science at the Khatamulnabeen University of Kabul. Behishti is the head of an NGO known as Civilization Development, established in 2002, currently active in Kabul and Bamyan. It is striving to promote human rights, and help raising awareness about the elections. He was elected to parliament in 2005. During the jihad, Behishti was a member of the Itefaq Council, which was led by his father, Ayatullah Behishti from 1979 to 1989. The Council then became part of Hezb-e-Wahdat Islami Afghanistan and he was member of party’s central council from 1989 through 2000. Since 2000, Behishti has been an independent public figure. He participated in the Emergency Loya Jirga in 2002, and later represented Bamyan Province in the Constitutional Loya Jirga in 2003. 47

36-Ustad Muhammad Akbari

Ustad Muhammad Akbari son of Ghulam Haider, Akbari is born in 1944 in Waras District of Bamyan Province. His mother language is Dari but he can speak Arabic as well. Akbari completed his early education in Islamic religious studies in local Madrasas in Bamyan Province where he studied from 1961-1971. He earned the equivalent of a bachelor degree in religious studies from a university in Iraq in 1976. Akbari joined the Mujahideen in 1980 and became one of the leading Shia commanders during the fight against the Soviets. Akbari was elected to parliament in 2005. He was a member of the leadership of the Islamic jihad Council from 1981-1989. He became the First Deputy of Hezb-e Wahdat Islami in 1994, becoming the leader of the party in 2000. During the late 1990s, Akbari reconciled with the Taliban, and was the only Hazara leader to join their ranks. He is a member of the High Peace Council, the Council of Shia Scholars (since 2002), and the Afghanistan Unity Council, which was established in 2005. Akbari has also been a member of the Afghanistan Islamic Brotherhood (Shura-e-UkhowatIslami Afghanistan) since 2004. 4
