MAZAR-I-SHARIF (Pajhwok): The head of provincial council for northern Balkh province on Tuesday said local governance in the province was faced with problems but efforts were on to introduce substantial reforms.
In an exclusive interview with Pajhwok Afghan News, Mohammad Ibrahim Khairandish accused the education and public health departments of negligence and blamed security organs for interfering in some legal issues.
He said that around 300 persons visit the provincial council in connection of their cases daily.
The new provincial council office started functioning seven months ago but the office stopped working for two months due to a Wolesi Jirga decision that prevented the council from monitoring local governance.
But Khairandish said the council had significant achievements during its five months in office.
He said the council had also created a platform to monitor education in all schools of the province. A recent evaluation about the education department revealed that the education process had faced with many problems, he added.
Khairandish regretted government offices politically affected as most of the time was wasted on replacing officers with new ones.
Education department is also among the organs that has politically affected, he said, adding that a person with very poor education experience served for 20 years as principle of a school.
“Some individuals with undergraduate educational qualification have served for 10, 15 and 20 years as principals of schools, so how people would support such a weak administration,” Khairandish questioned.
Children in most areas of Balkh province could attend schools while practical education process is also faced with challenges, he added.
About government contracts, he said that some of the contracts were financially improved as a result of their efforts. Giving an example, he said that the council helped increase the sands extraction contract money from 5 million Afghanis to 13 million Afghanis. The contract was previously signed between the department of mines and petroleum.
Khairandish also accused the department of public health on involvement in affirs that did not come within their jurisdiction. A report about the performance of the public health has been provided and would be shared soon with the governor’s house.
